Justin Cook is the Vice President of Operations at Payouts Network, where he leads the company’s operational strategy and execution for next-generation payments and disbursement solutions. With deep expertise in scaling fintech operations, Justin is responsible for driving company growth initiatives, enhancing profitability, and optimizing productivity and efficiency across the organization.

Justin manages all aspects of new client implementation, including underwriting, compliance, project management and launch, ensuring that every partnership is set up for long-term success.  He’s known for transforming operational complexity into streamlined, growth-oriented solutions that simplify payouts for fintechs, airlines and many other industries.

Prior to joining Payouts Network, Justin served as Projects Director for Delaware North’s Rocky Mountain Region, where he managed all facility-related capital projects for the Parks and Resorts division. He oversaw end-to-end project delivery, from capital funding and contractor management to budget oversight and project closeout, working with both owned and leased assets—including those of the National Park Service.
